Who heads the Prime Minister’s National Relief Fund?

Ans.

The Prime Minister heads the Prime Minister’s National Relief Fund.

Q.2.

How is the Prime Minister’s National Relief Fund (PMNRF) administered?

Ans.

The fund is administered on an Honorary basis by Joint Secretary to the Prime Minister as Secretary of the fund. He is assisted on Honorary basis by an Officer of the rank of Director.

Q.3.

What criterions have been fixed for disbursal of funds held under PMNRF?

Ans.

The disbursement out of the fund is made at the discretion of the Prime Minister, and in accordance with the Prime Minister’s directions.

Who audits the PMNRF?

Ans.

The PMNRF is audited by an independent auditor outside the Government. M/s. Thakur Vaidyanath Aiyar & Company, Chartered Accountants are the auditors.

Q.7.

What is the statutory period by which the accounts should be audited?

Ans.

There is no statutory period prescribed for audit of the PMNRF under Income Tax Act. Generally, efforts are made to complete the audit at the earliest. Accounts upto the year 2012-2013 have been audited.

Q.8.

How are the surplus funds of PMNRF are deployed?

Ans.

In general, funds are either disbursed immediately or they are committed for specific purposes. The balance is suitably deployed to ensure long term sustainability. PMNRF funds are invested with banks in form of fixed deposits, to ensure maximum risk free returns.

Q.9.

Is PMNRF exempted from paying Income Tax?

Ans.

Yes, the fund is exempted from Income Tax under Section 10(23)(c).

Q.10.

Are contributions towards the PMNRF exempted from Income Tax?

Ans.

Yes, all contributions towards the PMNRF are exempted from Income Tax under Section 80(G).

Q.11.

How does one make contributions to the Prime Minister’s National Relief Fund (PMNRF)?

Ans.

Contributions towards PMNRF can be made:

(a) At Prime Minister's Office, South Block, in cash and through postal order, cheque or demand draft drawn in favour of the Prime Minister’s National Relief Fund.

(b) Contributions can also be sent to Prime Minister's Office, South Block, New Delhi via post/money order from any of the Post Offices, without any charges. 

(c) Contributions can also be made online through the collection banks portals and through portal of PMO i.e. pmindia.nic.in.
 
(d) Through cash, cheque or demand draft drawn in favour of the Prime Minister’s National Relief Fund deposited with any of the branches of the 28 designated Collection Banks of the PMNRF, mentioning donor details in the challan to be provided by the concerned bank/ branch. Q.12.

Whether Public Sector Undertakings can contribute towards the PMNRF?

Ans.

PMNRF accepts only voluntary contributions by individuals and institutions. Contributions flowing out of budgetary sources or from the balance sheets of the Public Sector Undertakings are not accepted.

Q.13.

Who is the authority to issue certificate for claiming deductions u/s 80(G) of the Income Tax Act, 1961 in respect of donations made by employees of an organisation to the PMNRF?

Ans.

As per Ministry of Finance Circular No. 2/2005 dated 12th January 2005, "in cases where employees make donations to the Prime Minister's National Relief Fund, the Chief Minister's Relief Fund or the Lieutenant Governor's Relief Fund through their respective employers, it is not possible for such funds to issue separate certificate to every such employee in respect of donations made to such funds as contributions made to these funds are in the form of a consolidated cheque. An employee who makes donations towards these funds is eligible to claim deduction u/s 80(G) of the Income Tax Act, 1961. In respect of such donations as indicated above benefit will be admissible u/s 80(G) of the Income Tax Act, 1961 on the basis of the certificate issued by Drawing and Disbursing Officer [DDO] / Employer in this behalf."  

Q.14.

How are the funds available with the PMNRF proposed to be utilized?

Ans.

A very large proportion of the funds stands committed to be utilized in a phased manner for various schemes announced by PM. Funds are also earmarked for medical assistance, floods, drought, terrorist violence and other such unforeseen occurrences, with a reserve for emergencies.

Q.15.

Who are eligible to receive money from the Prime Minister’s National Relief Fund?

Ans.

The Prime Minister’s National Relief Fund(PMNRF) is primarily utilized to render immediate relief to families of those affected by natural calamities like floods, cyclones and earthquakes etc. and to victims of the major accidents and riots. In addition to this, the PMNRF provides financial assistance to indigent patients for treatment for major diseases at Government/PMNRF empanelled hospitals.

Q.16.

What is the method of selection of eligible recipients?

Ans.

The disbursement out of the fund is made at the discretion of the Prime Minister, and in accordance with the Prime Minister’s directions.

Q.17.

Are all applications received in the PMNRF for grant of financial assistance for taking medical treatment considered?

Ans.

PMNRF operates on limited resources and as large number of requests are received seeking financial assistance for medical treatment, it is not possible to accommodate all requests due to the limited resources.

Q.18.

Whether the funds with the PMNRF are kept in a common pool or in special accounts for specific purposes?

Ans.

The funds available with the PMNRF are kept in common pool.

Q.19.

Is there any system in place to ensure that donations collected by Companies authorized to do so, particularly PSUs, for contribution to PMNRF are promptly remitted by them for credit to the designated fund?

Ans.

Contributions particularly from the PSUs/Companies towards the PMNRF are either received directly from them or through the concerned Ministry. Formal Receipt for the contribution is issued in the name of donor and dispatched to the sender for onward transmission to the donor. PMNRF is involved only from the point of receipt of contribution, and it is upto the donor organization to ensure that collections are sent to PMNRF.

Q.20.

Whether the Company receiving donations for PMNRF is authorized to utilize the amount so collected for providing relief measures on their own?

Ans.

PMNRF gets control over contributions only after they have been received.

Q.21.

In cases where the contributions collected were actually not remitted for credit to PMNRF, what would be the status of Income Tax Relief which the donors would have claimed (and even being admitted by the Assessing Authority) based on the receipts issued to them by the Company?

Ans.

Income tax benefit can be claimed by a donor on the basis of PMNRF receipt issued by the Prime Minister’s Office against his contribution.

Q.22.

Is there any format for applying for grant of financial assistance from PMNRF?

Ans.

There is no prescribed format for applying for grant of financial assistance from the PMNRF. Applicants can apply for grant of financial assistance vide a simple application addressed to the Prime Minister. After receipt of application, the same is considered and disbursements are made at the sole discretion of the Prime Minister, keeping in view availability of funds and prior commitments of the PMNRF.

Yes, PMNRF has been allotted a Permanent Account Number (PAN) is AACTP4637Q.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons and Rs. 1 lakh each to the seriously injured persons has been sanctioned. Rs. 144 lakh has been released for 27 death cases and 95 seriously injured cases.

4.

Bomb blast at Delhi High Court on 07-09-2011.

 

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons and Rs. 1 lakh each to the seriously injured persons has been sanctioned. Rs. 68 lakh has been released for 14 death cases and 40 seriously injured cases.

5.

Earthquake in Sikkim and its neighbouring States on 18-9-2011.

Ex-gratia of Rs. 1 lakh each to the next of kin of the deceased persons and Rs. 50,000/- each to the seriously injured persons has been sanctioned. Rs. 84.50 lakh has been released for 70 death cases and 29 seriously injured cases.

6.

Stampede at Gayatri Kumbh, Haridwar on 8-11-2011.

Ex-gratia of Rs. 1 lakh each to the next of kin of the deceased persons and Rs. 50,000/- each to the seriously injured persons has been sanctioned. Rs. 17 lakh has been released for 17 death cases.

7.

Fire accident at AMRI Hospital, Kolkata on 09-12-2011.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons and Rs. 50,000/- each to the seriously injured persons has been sanctioned. Rs. 207.50 lakh has been released for 90 death cases and 55 seriously injured cases.

8.

Lorry Ambulance accident near Yadgiri, Karnataka on 08-04-2012.

Ex-gratia of Rs. 1 lakh each to the next of kin of the deceased persons has been sanctioned. Rs. 13 lakh has been released for 13 death cases.

9.

Bus accident at Maniram Bridge, Gorakhpur, Uttar Pradesh on 29-04-2012.

Ex-gratia of Rs. 1 lakh each to the next of kin of the deceased persons and Rs. 10,000/- each to the injured persons has been sanctioned. Rs. 19.50 lakh has been released for 17 death cases and 25 injury cases.

Boat tragedy on 30-04-2012 at Dhubrighat and Jaleswar, Assam.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons has been sanctioned. Rs. 82 lakh has been released for 41 death cases.

11.

Road accident on 12-05-2012 at Hyrige village, Mysore.

Ex-gratia of Rs. 1 lakh each to the next of kin of the deceased persons and Rs. 10,000/- each to the seriously injured persons has been sanctioned. Rs. 7.70 lakh has been released for 7 death cases and 7 seriously injured cases.

12.

Bus accident in Nepal on 15-07-2012.

Ex-gratia of Rs. 1 lakh each to the next of kin of the deceased persons has been sanctioned. Rs. 37 lakh has been released for 37 death cases.

13.

Fire accident at Sivakasi on 05-09-2012.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons and Rs. 50,000/- each to the seriously injured persons has been sanctioned. Rs. 106 lakh has been released for 39 death cases and 56 seriously injured cases.

14.

Explosion at Khanna Agro plant, Punjab in September, 2012.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons and Rs. 50,000/- each to the seriously injured persons has been sanctioned. Rs. 29 lakh has been released for 13 death cases and 6 seriously injured cases.

15.

Stampede at Allahabad Railway Station on 10-02-2013.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons and Rs. 50,000/- each to the seriously injured persons has been sanctioned. Rs. 75.50 lakh has been released for 37 death cases and 3 seriously injured cases.

16.

Floods in Assam in 2012.

Ex-gratia of Rs. 1 lakh to the next of kin of deceased was sanctioned. Rs. 112 lakh has been released for 112 death cases.

17.

Case of Sarabjit Singh.

Ex-gratia of Rs. 25 lakh was sanctioned and released in favour of next of kin.

18.

Bomb blast at Hyderabad on 21-2-2013.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured was sanctioned. Rs. 62.50 lakh has been released for 17 death cases and 57 seriously injured cases.

19.

Naxalite violence at Chhatisgarh on 25-5-2013.

Ex-gratia of Rs. 5 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured was sanctioned. Rs. 153.50 lakh was released for 27 death cases and 37 seriously injured cases.

Floods in Uttarakhand in 2012.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured was sanctioned. Rs. 161 lakh has been released for 76 death cases and 18 seriously injured cases.

Floods in Himachal Pradesh in 2013.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased has been sanctioned. Rs. 116 lakh has been released for 58 death cases.

Floods in Kerala in 2013.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured was sanctioned. Rs. 65.50 lakh has been released for 29 death cases and 15 seriously injured cases.

23.

Communal clashes in Muzaffarnagar.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased persons and Rs. 50,000/- each to the seriously injured persons has been sanctioned. Rs. 151.50 lakh has been released for 63 death cases and 35 seriously injured cases.

24.

Cyclone Phailin in Odisha and Andhra Pradesh.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured was sanctioned. Rs. 128.50 lakh has been released for 63 death cases and 5 serious cases of Odisha.

Stampede at Ratangarh Temple in Datia, Madhya Pradesh on 13-10-2013.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured was sanctioned. Rs. 255 lakh has been released for 127 death cases and 2 seriously injured cases.

Boat accident at Andaman & Nicobar Islands on 26-1-2014.

Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased has been sanctioned.


Q.43.


What other activities have been funded out of the PMNRF in the recent past?

Ans.

Details of such activities funded out of the PMNRF in the recent past are as follows:-

One time relief package for fishermen in held captivity in Pakistan as on 27-9-2007. The package includes ex-gratia of Rs. 3.00 lakh each to the NoK of those fishermen held in captivity, a grant of Rs. 30,000/- for smaller fishing boats and a grant of Rs. 5 lakh for trawlers to be provided to owner(s) of each seized boat/fishing trawler, based on the type of fishing craft seized. So far an amount of Rs. 1582 lakh has been released to NoK of 289 fishermen and 192 owners of trawlers. The package stands closed.

2.

Grant of Rs. 10.00 crore has been released to Bhartiya Vidya Bhawan for expansion of Gandhi Institute of Computer Education and Information Technology in North-East and tribal areas and J&K. All 15 centres are operational. 

3.

Grant of Rs. 10 crore has been released to the Self Employed Women Association (SEWA), Ahmedabad for rehabilitation of Rural Artisans/ Workers/ Agriculturists in Gujarat.

Construction of six cyclone shelters - two in Kozhikode, one in Kannur districts of Kerala and three in Lakshadweep, at an estimated cost of Rs. 8.23 crore. Rs. 120 lakh has been released for one cyclone shelter in Kerala.

Construction of computer laboratories and libraries at 16 hostels of Gujjar and Bakerwal speaking people and 6 hostels of Pahari speaking people at a cost of Rs. 2.20 crore. Funds have been released.

Bal Bandhu scheme for protection of children rights in the areas of civil unrest at a cost of Rs. 3.17 crore per annum for three years. The scheme stands closed from 31-03-2013. The scheme was implemented by the National Commission for Child Rights under Ministry of Women & Child Development.

7.

Pilot programme for protection of Child Rights in Jammu and Kashmir. Rs. 99.20 lakh per annum has been sanctioned for a period of three years. The scheme stands closed from 31-07-2013. The scheme was implemented by the National Commission for Child Rights under Ministry of Home Affairs.

8.

One time grant of Rs. 7 lakh for setting up of Physiotherapy Centre at Muscular Dystrophy Institute, Solan. Rs. 4 lakh has been released.
