Following the decision at the meeting of the National Committee on DBT held on 5 August 2013, the Ministry of Petroleum & Natural Gas has worked out a detailed proposal for the expansion of the programme for Direct Benefit Transfer of LPG subsidy. This expansion plan has been approved by the CCPA.
The DBT-LPG programme is currently under implementation in 20 districts. The list of 20 districts is annexed. The programme will now be expanded as per the time-frame given below by adding 269 more districts, taking the total number of districts to 289. Higher priority has been given to districts with higher Aadhaar penetration. The rollout schedule is:
(i). Districts currently covered is 20
(ii). Districts to be covered on 1.9.2013 is 34
(iii). On 1.10.2013, DBTL will be launched in 44 districts (Current Aadhaar penetration is >=60%)
(iv). On 1.11.2013, DBTL will be launched in 46 districts (Current Aadhaar penetration is between 50 and <60%)
(v). On 1.12.2013, DBTL will be launched in 40 districts (Current Aadhaar penetration is between 40 and <50%, excluding NE)
(vi). On 1.1.2014, DBTL will be launched in 105 districts (Current Aadhaar penetration is between 25 and <40%, Delhi and Mumbai).
The total coverage would be 289 districts on 1.1.2014. The list of districts is annexed.
In the 20 districts, over 5 million transactions have taken place and over Rs 200 crore has been transferred to 2.3 million consumers. Many consumers have received the subsidy more than once, based on the number of LPG cylinders they have purchased.
Once DBT-LPG is rolled out across the 289 districts, it will cover over 7 crore consumers with a likely subsidy of over Rs 27,000 crores per annum at the rate of Rs 435 per cylinder for 9 subsidised LPG cylinders annually. This makes it one of the largest cash transfer programmes in the world.
There would be a switchover period of 3 months in all new districts during which LPG cylinders will continue to be sold at two prices, a subsidised price for those without Aadhaar linked bank accounts and a market price for those receiving DBT into their accounts. At the end of the three month period, LPG cylinders will be sold at a single price with dealers.
For other schemes, DBT currently covers 121 districts which 1/5th of the country including UP, Bihar, West Bengal, Odisha, Gujarat, Himachal Pradesh, Tamil Nadu, Kerala, Punjab, Delhi, MP, Rajasthan, AP, Maharashtra, Jharkhand, Chandigarh, Dadra Nagar Haveli, Goa, Tripura, Sikkim, Uttarakhand, Chhattisgarh, Puducherry.
