Summary status of implementation of PM's Reconstruction Plan (PMRP) for Jammu and Kashmir

Prime Minister recently reviewed the progress of various projects under Prime Minister’s Reconstruction Plan (PMRP). The PMRP for J&K contains 67 projects/schemes in 4 areas covering 11 sectors of the economy.

(i) Expanding Economic Infrastructure: The first area involves action on many projects in sectors relating to power, roads  and external borrowings.  Under this area, actions in respect of many schemes have been completed i.e. a thousand MHPs (Micro Hydel Projects) across the state, additional central assistance to Baglihar HEP, construction of Domel-Katra Road, construction of Khanabal-Pahalgam Road, Examining the feasibility of Kibar-Korzok road via Parangla Pass to connect Leh with Shimla and Construction of Narbal Tangmarg Road.

(ii) Expanding provision of basic services: The second area involves action on sectors relating to education, health and physical infrastructure for civic amenities. Under this area, action in respect of many projects have been completed (i.e. Extending total literacy campaign to 3 districts (Kargil, Poonch & Doda), full salary support for 8000 teachers, Training to enhance skills of youth for the IT/BPO sector, Starting 8 new degree colleges in Jammu region and 6 in Kashmir region, Anganwadis in every habitation (approximate 6817 anganwadi centres), Covering J&K under new Central programme for better healthcare (National Rural Health Mission), development of model villages across the state, Untied grants to LAHDC at Leh & Kargil and increasing frequency of flights between Kargil and Srinagar.

(iii) Thrust to employment and income generation:  The third area involves action on projects in sectors relating to tourism, agriculture & food processing, other industrial promotion related measures and other employment measures.  Under this area, action in respect of many projects have been completed i.e. Financial support for 12 Tourism development authorities across the state, Assistance to travel agents for marketing etc., Training of tourism industry personnel, Development of skills of youth for employment/self employment in tourism industry through one year courses imparted by the Institute of Hotel Management, Srinagar, Rehabilitation of Horticulture industry, Assistance to agriculture graduates under agri-clinic scheme for self-employment, setting up expert group on issues relating to Shatoosh, creation of infrastructure facilities at Srinagar Airport, removal of Government of India restrictions on recruitment by State Government, Provision self-employment opportunities for urban unemployment persons and Raising of 5 more IR Battalions for affording employment opportunities for local youth.

(iv) Relief & Rehabilitation for the dislocated and bereaved: The fourth area involves action on projects relating to assistance to the dislocated & the families of the victims of militancy. Under this area, action on projects like enhancement of outlay for Rehabilitation Council and construction of temporary shelters in the Jammu region and 2-room tenements for Kashmiri migrants, have been completed.

Thus, in all, actions in respect of many projects have been completed and work is in progress in respect of others.
